This experience uniquely differentiates K&H from most potential vendors throughout the

Ballots
We have experience with all manner of ballot formats (e.g. Name-on-Ballot and Punch
Card). We have produced ballots generated by all of the current (and not-so-current)
ballot generation applications. Working with the balloting manager, we design the most
cost efficient and timely production process.
More and more the chosen production path includes digital laser printing because of its
flexibility; allowing for ballot-to-ballot changes if necessary without significant
degradation of production speeds. However, for elections that require few if any variances
between individual ballots, our offset presses generally provide the most cost efficient
means of production.
The extensive bindery and mailing capabilities of K&H allow us to control the final
preparation of each ballot for its intended delivery ("By-Mail" or Polling
Place). Some of the process steps necessary are cutting, folding, perforating, grouping,
padding, and packaging.
"By-Mail" Return Processing
System
K&H has developed a copyrighted "Return" envelope for use in the
"By-Mail" balloting process. This envelope allows for automated
pre-certification signature sequencing and precinct counting of large "By-Mail"
return quantities and also expedites a manual process for smaller "By-Mail"
quantities where automation is simply not cost efficient.
The pre-certification sorting reduces the time required by the computer supported
signature verification process. K&H receives all inbound return envelopes at the Post
Office which we then "read" to determine their signature sequence within the
tray of mail. An electronic file with this information is then provided to the balloting
manager along with the return envelopes containing the secrecy envelopes and ballots. This
allows balloting staff to program their computer to bring up the signature imaging in the
same sequence as they are organized in the mail tray.

Voter Registration Address Maintenance Mailings (NCOA)
K&H invented a form that meets regulations for utilizing a Non-Profit Organization
indicia for outbound postage and which the respondent can easily convert into a Business
Reply Card utilizing a First Class Mail Permit for return postage. Information contained
on the form may be tailored to the specific application. At a modest expense, this form
may be licensed by your existing vendor or K&H can produce and fulfill your needs
regardless of your location in the country. This form is a recent innovation by K&H
and is currently in use by Snohomish and Spokane Counties in Washington State.

Voter Communications
K&H supports all types of regulatory and informational communications required by
voters involved in the balloting process. These communications may be inserted into
packages that also contain balloting materials or sent the voter under separate cover.
Polling Place Informational Postings and Materials
The form and character of the items in this category is unlimited, but generally
includes such items as Voter Guides, Sample Ballots, Informational Posters, Tally Sheets,
and etceteras.
A Reference Customer
Snohomish County in Washington State uses the full array of K&H Election Services.
Beginning in the 1940s, this continuous relationship has spanned decades. Over that
period we have experienced, first-hand, the evolution of the balloting process in all of
its various forms and deliveries. We were even chosen to provide 100% of the election
services required by Snohomish County to support their first ever, county-wide,
"By-Mail" balloting; more than 300,000 ballots. We continue to innovate new
solutions for Snohomish County.
Security & Disaster Recovery
K&H recognizes that our Election Services are a critical element of a highly
regulated, very time sensitive, and confidential process within the democratic system.
Security and disaster recovery are therefore important considerations in protecting our
customers needs.
Security requirements are established on a project-by-project basis. As a practical
consideration, necessary security usually rises to one of the following escalating levels
a) K&H general plant security b) plus a segregated and caged containment area c) plus
24-hour security staffing.
K&H has a well thought-out disaster recovery plan that may be supplemented on a
case-by-case basis. Day-to-day, the most likely disasters are electrical problems
resulting in data loss or fire resulting in damage to our variable data laser printing
capacity. Our general plan addresses these issues preventatively. We maintain redundant
servers w/continuous on-line back-up of all systems, daily off-line backups of all data
kept at a separate site, power conditioners, UPS, and the retention of four Xerox 6135
laser printers, two at each of our primary production facilities. A more comprehensive
